Experience

Dr. Oceguera currently leads the development of grants and implementation of student equity professional development. His management experience at Norco College includes over 13 years of management experience in academic affairs and student services. He has directed the Extended Opportunity Programs and Services (EOPS/CARE/NextUp), First Year Experience Program, foster youth initiatives (NextUp and Phoenix Scholars Center), peer mentoring programs, Unity Zone, and Promise Program, and Trio Programs. He has also served as project director of multiple Federal Department of Education Hispanic Serving Institutions Title V grants. He currently serves on the Guided Pathways Work Group and Professional Development Committee. He also co-chairs the Grants Advisory Panel and the Professional Development Coordinating Network. 

Dr. Oceguera’s professional background includes 25 years of experience working in higher education at community colleges and the University of California system. He served as project director for multiple Federal Trio Programs including Upward Bound, Math & Science Upward Bound, Student Support Services, Student Support Services for Students with Disabilities, and Educational Talent Search. During his 12-year career at the University of California, Riverside, he served as Assistant Director of the Early Academic Outreach Program, Director of Upward Bound Programs, Director of Trio Programs, Director of Community Relations for the Office of Governmental and Community Relations, and President of the Chicano Educational and Cultural Fund. When he joined Norco College, he also served as Director of Trio Programs, Director of Student Support Services Programs, and Associate Dean of Grants and Special Funded Programs. 

Dr. Oceguera has been honored for Outstanding Achievement in Grants Development from the Riverside Community College District Chancellor’s Office. While serving as President of Southern California’s Western Association of Equity Opportunity Personnel (WESTOP), he was honored with the Steve Holman Award. The Steve Holman award acknowledges the accomplishments of director of educational equity programs who demonstrated continuing dedication to the cause of educational excellence and equity, who show concern for the development of their students’ potential, and who demonstrate professionalism in the administration of their programs.
