Our Transfer Center is dedicated to helping you navigate the transfer process by providing essential information, guidance on requirements, and support with every step. Our goal is to empower you with the knowledge and resources needed to successfully transfer to a four-year university.

Transfer Advising & Counseling
Sometimes you just have a quick question about a course, transfer pathways, the application, an email, or even trying to understand your Student Educational Plan (SEP). General Transfer Requirements
For students who would like to transfer to a campus in either the California State University (CSU) or University of California (UC) system, they will need to complete major preparation courses, general education requirements (such as Cal-GETC), and have at least 60 transferable units. Some of the UC campuses do not accept or recommend Cal-GETC for certain majors. See a counselor for more details.
For students transferring to a UC - The UC system recommends that transfer students following Cal-GETC also complete the optional Language Other Than English (LOTE) certification if transferring to a UC campus that accepts it. Please see the following campus-specific guidance for the LOTE graduation requirement at each of the UC campuses and whether they will accept the optional Cal-GETC LOTE certification.
Note: For any new student who begins at a California Community College in Fall 2025 or beyond, Cal-GETC is the singular general education pattern for transfer to a CSU or UC. Students with continuous enrollment prior to 25-26, who already completed the CSU GE or IGETC pattern prior to Fall 25, or who previously completed an ADT may be eligible for CSU GE or IGETC certification. CSU Coupon & UC Voucher Application
COUPONS AND VOUCHERS WILL BE AVAILABLE IN FALL 2026
Students may receive a CSU Coupon based on the following criteria:
- Availability is first-come, first-served (while supplies last).
- Norco College must be the student’s designated home college.
- Students must have attended Norco College for at least two semesters.
- Must not have received a CSU Coupon or UC Voucher from another program on campus.
- CSU Coupon Form (CSU Coupon Forms have reached capacity are no longer available for this semester.)
- UC Voucher Form (UC Voucher Forms have reached capacity are no longer available for this semester.)

Transfer Admission Guarantee (TAG)
Six of the nine UC campuses offer guaranteed admission to California community colleges students:
Participating TAG Campuses:
Interested students must meet campus-specific requirements to qualify for a TAG. By participating in a TAG program, students can ensure their admission to a specific UC campus.
Before you apply, figure out where you want to go. Check out the TAG matrix for a full list of the campuses in the program, and their individual requirements.
Key dates and deadlines
May 1–31: Submit your TAG for winter/spring term
July 1–30: Submit your winter/spring application for select campuses
Sept. 1– 30: Submit your TAG for fall term
Oct. 1– December 1 (for fall 2026 applicants): Submit your UC application for undergraduate admission.
Transfer Success Pathway (TSP)
The Transfer Success Pathway (TSP) program is designed to increase access to any of the CSU’s 22 universities. If academic, financial or personal hardships prevented you from attending the CSU in the past, this program could help you earn your degree at the CSU.
You are eligible for the TSP program if you are enrolling in a California Community College and have not earned any college credit since completing high school or earning a GED.
Frequently Asked Questions
What is a TSP agreement?
It is an agreement between a student and a specific California State University that guarantees admission into the selected CSU and program as long as the student meets all admission requirements within three years.
Can I submit more than one TSP agreement?
No, students can have only one agreement with a CSU and one major.
Can I switch my TSP agreement to another degree program and/or CSU?
If the agreement cycle has closed, students are generally not allowed to switch degree programs and/or CSU, but we encourage students to reach out to the campus with which they have a TSP agreement. If it is during the agreement cycle, students can request to be released and then sign another agreement with a participating campus/program.
Can I end my TSP agreement?
Students enrolled in a TSP agreement can request, via the Transfer Planner, to be released from an agreement.
How do I know when my TSP agreement has been accepted?
Students’ agreements are sent to the campus for review. Once the campus determines that a student is eligible, they will send a follow-up email.
What does dual admission mean?
Dual admission is a formal agreement between one of the 22 California State Universities and a California Community College that allows students to be conditionally admitted to both institutions at the same time. Through this program, students receive academic advising and support services to help them prepare for transfer. Once they complete the required coursework at the community college and meet the established Transfer Success Pathway (TSP) criteria, they can seamlessly transfer to the university to complete their bachelor’s degree.
Am I allowed to attend a different community college than what is listed in my TSP agreement?
Yes, students can attend a different community college and can even attend multiple community colleges. Students can add colleges attending via the Transfer Planner at any point in time.
If I don't submit a TSP agreement right after high school graduation, can I submit one later?
If a student hasn't earned any college credit after high school graduation (the summer immediately following graduation excluded), they would be eligible to sign a TSP agreement in the next enrollment cycle.
When will I know about my guaranteed admission?
Students who entered into a TSP agreement still will need to submit an application via Cal State Apply when they are ready to transfer. Once the university receives the student’s application, during its admissions cycle, the student will receive an acceptance letter.
What is the difference between the Transfer Success Pathway (TSP) program and Associate Degrees for Transfer (ADT)?
ADTs provide priority admission consideration and guarantee graduation with 60 units in the CSU degree program (major) similar to the ADT earned at a California Community College. A TSP agreement guarantees admission provided the student meets the requirements of the TSP agreement with a CSU.
Do all 22 universities of the CSU participate in TSP?
Yes, but each university determines which programs are eligible for a TSP agreement. Nursing or programs that require a portfolio or audition may not eligible for a TSP agreement.

Transfer Success Pathway Deadline Dates
Enter an agreement between August 1 - October 31.
Note: Cal Poly Pomona and Cal State San Bernardino extended the deadline to November 30.
