Experience
Dr. Rachel L. Hoffman brings over twenty-five years of military, clinical, and academic leadership to her new role as Director of Health Services at Norco College. A former United States Marine Corps Sergeant and U.S. Air Force Reserve Medical Technician, Dr. Hoffman’s career reflects a lifelong commitment to service, resilience, and operational excellence in both military and civilian healthcare systems.
Following her military service, Dr. Hoffman earned her Doctor of Nursing Practice (DNP) from Loma Linda University and a Psychiatric-Mental Health Nurse Practitioner certification from Vanderbilt University. Her clinical expertise spans acute inpatient psychiatry, veterans’ behavioral health, emergency and trauma care, and public health.
Dr. Hoffman previously served with distinction at the Jerry L. Pettis Memorial VA Medical Center, where she was Nurse Director of Intensive Care Units, Tele-Mental Health Coordinator, and Special Project Manager for federal exposure response initiatives. Her leadership earned recognition from the U.S. Department of Veterans Affairs, the San Bernardino County Board of Supervisors, and the American Association of Colleges of Nursing.
In 2018, Dr. Hoffman founded Retro Analysis Psychiatry, Inc., an integrative mental health and wellness practice based in Redlands, California. Through this work, she secured dual Inland Empire Health Plan (IEHP) Network Expansion Fund grants to broaden access to psychiatric care and support workforce development in the Inland Empire.
An experienced nurse educator, Dr. Hoffman has held faculty appointments with California State University San Bernardino, Azusa Pacific University, West Coast University, and College of the Desert, where she taught psychiatric-mental health nursing, ethics, and leadership. Dr. Hoffman continues to mentor graduate students as they advance their clinical practice.
Throughout her career, Dr. Hoffman has championed evidence-based practice, telehealth innovation, and trauma-informed care, with a special focus on improving access for veterans, students, and marginalized communities. She is an active member of the American Psychiatric Nurses Association, the American Nurses Association California, and the Women Marines Association.
At Norco College, Dr. Hoffman looks forward to fostering a comprehensive, student-centered health services program that integrates physical, mental, and preventive health. Her leadership emphasizes collaboration, cultural humility, and proactive wellness initiatives to ensure every student has the support they need to thrive.
