Free Speech at Norco College
Norco College is committed to upholding the principles of free expression while fostering a respectful and inclusive learning environment. As a public institution, the college recognizes students’ rights to freely express their views in outdoor areas and designated spaces, provided such expression does not disrupt the learning environment, infringe on the rights of others, or violate laws or college policies. While open dialogue and diverse perspectives are encouraged, speech that constitutes threats, harassment, or incitement to violence is not protected. Students are expected to engage in discourse with civility and respect, upholding the college’s values of academic inquiry and community engagement.
