Norco College offers a mix of student and employee permit parking, pay-by-hour, and limited short-term visitor parking. Every vehicle that parks on any campus must have their car registered for a virtual parking permit or pay the meters.

Parking Rules
On July 1, 2011, RCCD Police began enforcing parking regulations 7 days a week, 24 hours a day at all college campuses, education sites, and district locations. Under AP 6750 Parking, revised April 11, 2011, this means that all vehicles must display a valid District permit (student or staff), a District- or College-issued temporary permit, or use metered parking any time the vehicle is parked at a college or district location.
All rules of the California Vehicle Code shall be enforced 24 hours a day, 7 days a week. In addition, the following College and District rules and regulations will be in effect:

What To Do If You Get a Ticket
If you receive a parking citation, you can appeal it. On the back of each citation is information on how to contest the citation. If you do decide to contest a citation, keep in mind the following:
- DO NOT WAIT UNTIL THE LAST MINUTE. You have 21 calendar days from the day the citation was issued to request an initial administrative review.
- If you do not begin the initial review within 21 days, you have forfeited your right to appeal the citation at any level.
- Once you request and/or submit appeal forms, it is your responsibility to find out if they were sent to you or received by us.
- If you request appellate paperwork over the phone and do not receive it, you must call back by the 21 day.

The appellate process that the District follows is set by the State of California. Therefore, time frames and deadline dates cannot and will not be extended, nor can any District personnel waive or modify this process.
First Level Appeal-Administrative Review by Parking Services: Citations may be contested by contacting the Norco College Police within 21 (twenty-one) calendar days from the date of the citation. Citation appeals may be submitted in person, by telephone or in writing. Citation appeals submitted through the mail must be postmarked within the 21 (twenty-one) day limit.
Second Level Appeal-Arbitration Hearing by Outside Entity: Citations upheld at the First Level may be contested by contacting the Norco College Police within 21 (twenty-one) calendar days from the date of the notification of the decision of the First Level Appeal. Second Level appeals may be submitted in person, by telephone or in writing. Appeals submitted through the mail must be postmarked within the 21 (twenty-one) day limit. An Administrative Hearing will be held within 90 calendar days following receipt of a request for hearing.
Third Level-Contesting Citation in Court: Citations upheld by the Administrative Hearing Officer at the Second Level may be taken to court. An appeal must be filed with the appropriate court within 30 calendar days after the mailing or delivery of the decision of the Administrative Hearing Officer. This means that all the paperwork must be filed with the court before the 30-day deadline. The court does not accept phone call or postmarks. Contact RCCD College Police for details and paperwork.
Payment Plan Criteria for all Staff, Faculty, Students and Visitors:
- Citation(s) must equal $500 or more at time of application.
- A maximum of 12 monthly installments will be allowed.
- A $25 processing fee will be required.

All fines are assessed a $32 late fee and an $8 DMV lien fee after 60 days if the citation is not paid or if it was not contested within 21 days!
Disabled Parking
The fine for illegally parking in a Disabled Zone is $340.
Individuals defined as student or staff members of the District, who are using a valid disabled placard or license plate, must also possess a valid District parking permit when parking in District lots.
Visitors to the college may not be required to purchase a parking permit if they possess a valid disabled placard.
Disabled parking spaces are located in various lots around Norco College. You must display a current, state-issued disabled placard and a student or staff permit to park in a disabled parking space. Only the person to whom the placard or plate was issued can use it. Individuals who are caught fraudulently using a disabled placard will be fined and the placard or plate confiscated.
Persons who have a valid disabled placard/plate and a current student/staff permit may park in any disabled space on campus.
Norco College Police does not issue temporary disabled placards. If you suffer from a temporary disability, you must get a temporary placard from the Department of Motor Vehicles (DMV). If you forget or misplace your disabled placard, you cannot use a disabled space. It is your responsibility to have your disabled placard displayed while parked on campus.
Disabled placards/plates do not give a person permission to park "anywhere." Individuals with a disabled placard/plate and a current student or staff permit cannot park in the following areas:
- Red curb or fire lanes.
- Stalls marked "reserved" for a specific person or type of vehicle.
- In designated loading or unloading zones.
- In the cross hatch of disabled zones.
- In any area that is not a designated parking spot (i.e., on sidewalks or grass).
- In any area marked as "No Parking" or "Tow Away" zone.
First Two Weeks of Class
MYTH: Parking citations are not issued during the first two weeks of school.
TRUTH: Parking citations can be issued beginning on the first day of class,
HOWEVER...
We do not require you to have a current semester permit to park in a designated student space for the first two weeks of class during the Fall and Spring semesters or first week of the Summer session. This gives students time to obtain their permits through WebAdvisor. The same is not true for faculty or staff. To park in a staff space you must have a current or expired staff permit the 1 day of class or you will be subject to a citation.
The first two weeks of class during the Fall and Spring semesters are extremely hectic and parking will be scarce. There may be times when all lots are full. Please become familiar with all parking lot locations and plan ahead during the first three weeks of the semester.
Faculty & Staff Parking
A staff person is defined as anyone who works more than 20 hours a week for the district. Student employees are not staff and are not eligible to purchase a staff permit.
All personnel defined as staff must purchase and display a staff permit. This includes temporary and/or part time employees. Staff are not authorized to possess or use any other type of permit. The only exception to this are those temporary permits issued by Parking Services for those who already have a current staff permit.
Staff permits are valid in any staff and student parking space on campus.

Safety Escort Service
Upon request, escort services are available to walk you to and from your vehicle. Escorts are available from 8 am to 10 pm, Monday through Friday. Community Service Officers of the Norco College Police Department (dressed in either a blue vest or a blue shirt) will provide you with escort services, in addition to campus information. Contact the Dispatch Center at (951) 222-8171 to request an escort at any of the three RCCD colleges.
Lost Permits
It is the policy of RCCD not to replace lost or stolen permits without charge. The only exceptions are those permits not received through WebAdvisor.
Most permits are lost or stolen because people:
- Do not lock their car doors or windows.
- For whatever reason, remove them from their vehicle and put them somewhere else other than their vehicle.
Please report all lost permits to Norco College Police at (951) 222-8520. Although permits will not be replaced without charge, we can still look for permits that are reported lost/stolen.
Vehicles found with a permit that has been reported lost or stolen will be cited for fraud ($215), not having a current permit ($45).
Refunds
-
- Should a class be canceled and it is the only class for the student, a 100% refund of the permit fee will be made.
- Students who officially withdraw from all classes in which they were enrolled before the start of a term or before the refund deadline, will receive a 100% refund of the fee.
- Prior to the refund deadline date, and upon request, staff members and students, who inadvertently pay for a permit which is not needed, will have the fee refunded in full.
- Students, who drop on-campus and retain off-campus classes, will receive no refund.
- If a parking permit is lost or stolen, an Affidavit of Lost or Stolen Parking Permit must be submitted to Norco College Police for consideration.
- Dispenser permits are non-refundable.
Virtual Permits
Who Must Have A Permit....
Every vehicle that parks on Norco College must have a virtual permit.
A virtual permit is an electronic record of a permit issued. There is no requirement
for the holder of the virtual parking permit to display the permit.
How do virtual permits work?
- Enter your personal and vehicle information to obtain the virtual parking permit

- If your address is not automatically populating city, state and zip code: click on “Reset Address” and enter new address
- If your address is a PO BOX: click “Reset Address”, check mark PO BOX and enter PO BOX address
- If your email does not contain the correct domain, i.e., @rcc, @rccd, @norcocollege, or @mvc, etc: enter the address as displayed (email is generated from district information)

- Enforcement Officer will scan license plates of vehicles parked using a mobile handheld system
- The system will identify parking violations. Enforcement officers will determine whether to issue a citation when the system identifies a vehicle that does not have a permit or has the incorrect permit for the parking space.
Visitors to the District shall park in the white striped student stalls wherever available.
Visitors may obtain a temporary parking permit from the Norco College Police.
How can I check the status of the virtual permit?
Status confirmation is given when a pop-up message displays “order successfully placed”
and Parking Services can confirm.
How many cars are allowed to be added to the virtual permit?
Two (2) vehicles. At this time one can be added on WebAdvisor and the second can be
added by emailing parkingservices@rccd.edu. Supply your employee/student ID, name,
make of vehicle, model of vehicle, license plate and color of vehicle. Motorcycles
can be added as a secondary vehicle.
Can I add my address?
Yes, once street numbers and street names are entered the city, state and zip code
automatically populate. Be advised you will not be mailed a permit.
Will I receive a physical permit?
No, the permit is virtual and is attached to your license plate and vehicle description.
How can I check the status of whether the second vehicle is added to the system?
Contact Parking Services by emailing them at parkingservices@rccd.edu or calling them
at (951) 222-8520.
What Does It Cost....
Permits for both students and staff are $50 for the Fall and Spring, $25 for Summer

Where Can I Park....
Each lot has a specific designation for who can or cannot park there. There are also areas (such as disabled spots, fire zones, loading areas, etc.) that are posted for the exclusive use by certain persons or vehicles. Board Policy spells out in detail such areas and restrictions.
The parking lots have parking dispensers located in lots A, B, C, D, and S, and the
STEM Center lot. Dispenser permits are only valid in white-striped student stalls.
